Limited encroachments into a screen or buffer to provide for sidewalks, bike paths,
or utility easements may be permitted, provided that the planting requirements are
fully met, trees are not planted within any actual utility easement, and such encroachments
are compatible with and do not impair or diminish the purposes herein. Where possible,
such encroachments shall be at a forty-five-degree angle and not parallel or perpendicular
to the screen. Vehicular accessways or entrances may encroach into or cross a screen.
